What Is a Work Permit Exemption?
While the vast majority of foreign nationals must obtain a work permit to work in Turkey, Law No. 6735 on International Labour Force (which replaced the former Law No. 4817) and its implementing regulation exempt certain groups from this requirement.
Exempt individuals may work in Turkey without a permit; a valid e-Muafiyet certificate also serves as a residence permit for its duration.
Statutory Exemptions (No Application Required)
These groups may work directly by force of law or international agreement, without an e-Muafiyet application:
- TRNC citizens — may work in any sector; Turkish entry documents suffice (SGK social security obligations still apply).
- Blue Card holders — former Turkish citizens holding a Blue Card work without a permit.
- NATO personnel — exempt only within the scope of their NATO duties under the Status of Forces Agreement.
- Diplomatic representatives — foreigners with diplomatic status and international organisation representatives, under the Vienna Convention.
e-Muafiyet Application Categories (Official Structure)
The e-Muafiyet system accepts applications under six main groups, each with an official sub-code from the implementing regulation. Choosing the correct category determines both the supporting documents required and the rejection risk.
1. Education & Internships
Medical/dental specialty training TUS/DUS/YDUS (s); research and know-how visits (j); mandatory student internships (n); inter-university exchange internships (f); international trainees, new graduates and youth exchange programmes (i); Turkish-Japanese Science and Technology University (r).
2. Sports
Sporting activities (e); professional athletes and sports staff (k).
3. Tourism
Tour operator representatives (ı); fairs and circuses (ğ).
4. Agriculture & Livestock
Seasonal agricultural and livestock work (g), including seasonal tea and hazelnut harvesting (g.1).
5. Other Categories
Assembly, maintenance, repair and training for machinery and equipment (b); seafarers (l); military factories, shipyards and MKE (p); scientific, cultural and artistic activities (a); economic, socio-cultural, technological and educational activities (h); EU project experts (m); press members (t); foreign nationals of Turkish descent resident abroad (d); natural disasters and emergencies (53/5.2); amputee athletes (53/5.3).
Cross-border service providers (c) — the most detailed category:
- c.1 Temporary providers paid outside Turkey: meeting/seminar/trade-fair participants (c.1.1); technical, scientific and statistical researchers (c.1.2); in-service trainers on business techniques (c.1.3); sales representatives taking orders or negotiating contracts (c.1.4); freight and passenger transport providers (c.1.5); installation, maintenance and repair under equipment sales contracts (c.1.6); tour operation for tours started abroad (c.1.7); translation-interpretation services (c.1.8).
- c.2 Employees of a foreign legal entity providing direct contracted services in Turkey.
- c.3 Independent professionals based abroad providing direct contracted services in Turkey.
Board members and company partners (ç): non-resident, non-shareholder board members of joint-stock companies (ç.1); non-resident, non-managing partners of other company types (ç.2); non-partner, non-resident top-level authorised representatives (ç.3).
6. Foreign Missions & International Organisations
Staff of schools, cultural and religious institutions attached to foreign missions in Turkey (o); staff working in the private service of officials of foreign missions or international organisations (ö).
How to Apply for the e-Muafiyet Certificate
Foreigners in Turkey apply online at emuafiyet.csgb.gov.tr (via e-Devlet if they hold a foreigner ID number starting with "9", otherwise with passport details); applicants abroad obtain a reference number from a Turkish consulate. Applications must be filed within 30 days of entry into Turkey. Each category has its own document set — choosing the wrong category is among the most common rejection reasons.
Limits of the Exemption
Exemptions apply only to the specified activity:
- NATO personnel are exempt only within the scope of their NATO duties
- Press accreditation covers journalism activities only
- TRNC citizens may work freely but SGK social security obligations still apply
Consequences of Incorrect Exemption Assumption
Working without a permit when not exempt results in serious sanctions for both the foreign national and the employer:
- Foreign national: Administrative fine and deportation
- Employer: Per foreign employee, up to 150,000 TRY administrative fine (2026 tariff)
