Summary: On 17 September 2026 the Directorate General of International Labour Force (ÇSGB) updated the application system for work permit exemptions. New applications are now filed on calismaizni.csgb.gov.tr; files opened before 17 September continue to be tracked on the former portal, emuafiyet.csgb.gov.tr. Exemption categories, document sets and deadlines are unchanged; only the entry point moved.

The new portal is the Ministry's single gateway for foreign employment. The quick-select box on its home page offers "I want to obtain a work permit exemption", which opens the new application flow. Work permits, exemptions and Turquoise Card applications now sit under one roof.

What Did Not Change
- Categories: athletes and coaches, seafarers, cross-border services, board members, internships, installation and maintenance and every other sub-clause remain as they were. Full list: Work Permit Exemptions in Turkey 2026.
- Document sets and duration logic: category-specific supporting documents, the three-month threshold and the fee logic are the same.
- 30-day windows: payment and appeal deadlines run exactly as before.
- Nature of the certificate: a valid exemption still serves as both work permit and residence permit for its duration.
Who Is Affected, and How
Applicants with a pending file. Nothing to do. Revision requests, approval, payment and card issuance are completed in the old system. No re-application is needed.
New applicants. Account creation, identity verification and application screens are on the new portal. Users who go to the old address out of habit cannot open a new file. As the system is new, small differences in screens and upload steps may appear in the first weeks.
Sports clubs signing foreign players or coaches before the season. Most of these files fall under the exemption route and depend on registration deadlines. Completing account and application steps early on the new portal avoids a last-minute squeeze in the transfer window.
Employers with short-term assignments. Production, broadcasting, trade fairs, installation and maintenance assignments still follow the exemption route; only the application address changed.
