Work Permit Rejected? The Appeal Process in Turkey
For employers, students, sports clubs and foreign nationals whose work permit, renewal or exemption application was refused: we read the refusal grounds, build the appeal with new evidence within the 30-day legal period, or plan a re-application when that is faster. Appeal deadline
30 days from notification of the refusal. After that the right to appeal lapses; only a new application remains.
Where and how
To the Ministry, online through the system the application was filed in. A reasoned petition and supporting documents are uploaded.
How many times
Once. If the appeal is refused there is no second appeal; the remaining route is the administrative court (general filing period 60 days).
Unpaid fee
If the permit fee is not paid within 30 days of approval the application closes negatively, and no right of appeal arises.
Missing-document notice
A deficiency notice is not a refusal; if not completed in the given time the application is refused. Do not miss the notice.
Application from abroad
If the foreigner is outside Turkey, a work visa application is first made at the Turkish consulate in the country of lawful residence; the employer completes the application with the 16-digit reference number.
After approval
For permits obtained from abroad, the foreigner must collect the visa and enter Turkey within 6 months, then register the address after arrival.
Most Common Refusal Grounds
The refusal letter usually states a single line. Unless the appeal is built on documents that rebut that line, the result repeats. The grounds we see most often:

Evaluation criteria not met
Too few Turkish employees at the workplace, paid-in capital or turnover below threshold, salary too low for the position. Fix: current social-security staff list, balance sheet, salary revision.

Insufficient justification for hiring a foreigner
Why the position needs a foreign national was not explained. Fix: job description, language or expertise need, client portfolio evidence.

Qualifications not documented
Diploma, equivalence, certificate or experience letter missing or untranslated. Fix: apostilled diploma with sworn translation, reference letters.

Wrong category or application type
In exemptions, “sporting activity (e)” instead of “professional athlete (k)”, or a full-time request for a student. Fix: re-file under the correct category.

Student-specific grounds
First year not completed for undergraduates, 24 weekly hours exceeded, prohibited sector (entertainment, domestic work) or expired student certificate.

Contract mismatch for athletes and coaches
Gross salary, role and duration in the club contract do not match the declaration; federation eligibility not documented.

Profession reserved for Turkish citizens
Professions only Turkish citizens may practise by law (e.g. pharmacy, notary, security guard). Here the answer is a change of position, not an appeal.

An entry ban under Law No. 6458 or inconsistent records. The ban status is clarified first; the permit file comes after.

How many days do I have to appeal a work permit refusal?
30 days from the date the refusal is notified. Under Article 21 of Law No. 6735 the appeal is made to the Ministry; after the period no right of appeal remains and only a new application is possible.
How is the appeal filed?
Online, through the system the application was made in: a reasoned petition answering the refusal ground plus supporting documents are uploaded. Appeals sent by post or e-mail may not be processed.
What if the appeal is also refused?
There is no second administrative appeal. An annulment case can be filed at the administrative court from notification of the decision; that stage is handled with a lawyer. We hand over the full chronology, document set and grounds analysis ready for the lawyer who will run the case.
Should I appeal or re-apply?
If the ground can be rebutted with documents (missing staff list, untranslated diploma) the appeal is strong. If the ground is structural (salary too low, first year not completed, wrong category) fixing it and re-applying is usually faster. We compare both routes by time and cost.
A student work permit was refused — is an appeal worth it?
If the ground is the first-year rule or the 24-hour limit, an appeal will not succeed; re-apply once the condition is met. If the ground is a missing student certificate, a contract error or employer criteria, an evidence-based appeal is possible.
An athlete or coach exemption was refused — what should the club do?
Check the ground first: category errors (clause e vs clause k) are common and re-filing under the correct category is the fastest route. For contract-salary mismatches, appeal within 30 days with the corrected contract and federation eligibility document.
What is the 16-digit reference number for applications from abroad?
If the foreigner is outside Turkey, they apply for a work visa at the Turkish consulate in the country where they legally reside and receive a 16-digit reference number. The employer enters this number in the system under the “abroad” application type to complete the filing. If the employer does not file in time after the reference is issued, the file lapses.
I missed the fee payment deadline — can I appeal?
No. If the fee is not paid within 30 days of approval the application closes negatively; since this is not a refusal decision, no right of appeal arises. A new application is filed.
